OFFICE OF THE DIRECTOR FOR LOGISTICS
(ODL)


  • Checks, reviews and approves Logistics plans, policies and regulations.
  • Checks, reviews and approves policies and guidelines on the management of supply, maintenance, infrastructure and real estate, facilities and installation, and transportation.
  • Supervises the PNP Logistics operations, systems and organization.
  • Directs lateral and vertical coordination with other PNP units/offices and other allied logistics agencies in relation to logistics operations, systems and organization.
  • Ensures that the procuring entity abides by the standards set forth by RA9184 and its RIRR.
  • Facilitates Local and Government-to-Government (G2G) cooperation for possible donation and/or procurement of supplies and equipment, as well as exchange of knowledge in logistics management and administration through on-site/plant visitation.
  • Reviews and approves all logistical funding requirements.
  • Performs other functions as directed by the C, PNP and other higher authorities.

OFFICE OF THE DEPUTY DIRECTOR FOR LOGISTICS
(ODDL)


  • Assists the Director for Logistics in the execution of the mission, vision and functions of the Directorate;
  • Acts as OIC, DL in the absence of the incumbent; and
  • Performs other functions as directed by the TDL and other higher authorities.

OFFICE OF THE EXECUTIVE OFFICER
(OEx-O)


  • Assists the TDL in the internal administration and management of the Directorate by directing, coordinating and supervising the activities of the various divisions;
  • Reviews staff actions of the Divisions to ensure completeness and readiness;
  • Monitors NHQ PNP inter-staff requirements;
  • Ensures that DL and concerned personnel are duly informed of matters affecting the Directorate; and
  • Supervises the development and evaluation of policies, strategies, guidelines and standards in the formulation of logistics plans and programs.
  • Performs other functions as directed by the TDL and other higher authorities

ADMINISTRATIVE OFFICE
(AO)


  • Performs administrative coordination and supervision over all administrative matters. 
  • Develops and supervises the morale and welfare activities of the office including recreation, sports development and awards and commendations of organic personnel.
  • Enforces strict observance and implementation of rules and regulations stipulated in the memorandum/directives by NAPOLCOM, Civil Service Commission, PNP and other authorized agencies.
  • Formulates and updates office procedures, rules and regulations to continuously improve office administration. 
  • Ensures implementation and compliance to ISO 9001:2015. 
  • Supervises and facilitates staff meetings in coordination with concerned DL Divisions and other PNP offices and units. 
  • Manages the administrative records of the Directorate and operates the Message Center for all-incoming and outgoing communication. 
  • Prepares the administrative and personal communication of the Directorate. 
  • Directs and Supervises the Responsible Supply PNCO (RSPNCO) on the issuance, programming, and maintenance of Supplies, Equipment and Facility of this Directorate.
  • Supervises the janitorial services of the office.
  • Performs other functions as directed by the TDL and other higher authorities.

LOGISTICS RESOURCE MANAGEMENT DIVISION
(LRMD)


  • Prepares Budget Proposal for MOOE and Capital Outlay in coordination with other Divisions.
  • Attends Budget Preparation and Budget Hearing together with C, LRMD in DBM, Congress and Senate.
  • Prepares Program of Expenditures based on the approved General Appropriations Act (GAA). 
  • Prepares Logistical Accomplishment Reports.
  • Receives and record all Notice of Fund Availability from Fiscal Division, DC for release to end-users.
  • Manages and controls the financial matters of the Directorate for Logistics.
  • Coordinates, prepares and processes modified disbursement vouchers/payroll of all various claims of all Uniformed and Non-Uniformed personnel assigned in the Directorate.
  • Counter-checks and updates all allotment advices issued to PNP units/offices.
  • Performs other functions as directed.

SUPPLY MANAGEMENT DIVISION
(SMD)


  • Prepares the distribution list for the allocation of supplies and equipment to PNP units.
  • Monitors/supervises the implementation of logistics policies pertaining to the flow of supply, distribution, management and disposal of PNP equipment. 
  • Monitors/supervises all Supply Accountable Officers (SAOs) in coordination w/ LPPD & monitor the functions and placement of SAOs to all PNP units.
  • Supervises the management of logistical resources, warehousing activities, maintenance of supply and equipment in stock, disposal of obsolete and Beyond Economic Repair (BER) equipment.
  • Monitors the operational status of all PNP equipment and maintains inventory records of said equipment. 
  • Monitors and participates in the procurement of PNP equipment. 
  • Supervises and facilitates the Logistical Requirements for the International, National, Special Events and Command Activities.
  •  Supervises and facilitates meetings and presentation for the Government to Government (G2) Procurement
  • Conducts and facilitates Product Presentation/Demonstration pertaining to move, shoot, communicate, investigate and other mission-related equipment.
  • Provides information/data which may be required by other Divisions of the Directorate.
  • Performs other functions as directed.

LOGISTICS PLANS & PROGRAMS DIVISION
(LPPD)


  • Recommends improvement in selected areas of the PNP Logistics system adaptable to existing condition.
  •  Ensures the preparation of the annual preliminary and final plans and programs, accomplishment reports, program review and analysis, and other similar updates/reports for the Directorate in coordination with the other Division Chiefs.
  •  Plans and supervises the conduct of audit, survey and inspection of all PNP equipment in compliance with existing logistics policies and procedures.
  •  Supervises and monitors compliances of PNP units to existing logistics SOP, directives, circulars and other issuances.
  •  Ensures preparation of the logistics portion of the PNP Five-Year Development Plan and other strategic logistics plan.
  •  Formulates and reviews logistics policies and procedures, organizational developments, and their transcripts into logistics directives, or circulars or manuals, in coordination with other Divisions and other PNP Directorial Staffs’.
  •   Develops plans for logistics training and education in coordination with DHRDD and Training Service.
  •  Coordinates and provides information/data which may be required by the other Divisions and other PNP units/offices.
  •   Acts as the over-all Secretariat in the Revision of PNP Table of Equipment and Allowances (TEA).
  •  Provides logistics policies, directives or circulars and procedures which may be required by other units/offices. 
  • Plans and implements special projects which may be required or needed by the Directorate.
  • Conducts monitoring and evaluation logistics special projects and activities.
  • Conducts monitoring and evaluation of annual physical inventory and inspection of PNP properties. 
  • Acts as the Focal Person to ISO9001:2015 QMS.
  • Performs other functions as directed.

INFRASTRUCTURE & FACILITIES MANAGEMENT DIVISION
(IFMD)


  • Evaluates construction plan, detailed estimate and specification of all PNP Infrastructure projects including repair and maintenance projects.
  •  Prepares and recommends policies and procedures, which are inherent or endemic to infrastructure and facilities management.
  •  Monitors, inspects and supervises project implementation and ensure completion of all projects.
  •  Evaluates and provides standard designs, plans and specifications for PNP buildings at all levels of the command.
  •  Facilitate the processing of property insurance of all PNP building/facilities
  •  Conduct, supervise and monitor the annual physical inventory of PNP Buildings/Facilities for insurance purpose, accounting/recording and due for disposal. To include a.6, a.7 and a.8.
  •  Coordinates and provides information/data which may be required by other Divisions and other PNP units/offices.
  •  Performs other functions as directed

REAL ESTATE MANAGEMENT DIVISION
(REMD)


  • Conducts inventory of all occupied, administered, managed or controlled and owned PNP real estate properties.
  •  Supervises, monitors and assists PNP offices/units in the titling and registration of land in the name of the PNP of all PNP owned, occupied, administered, managed or controlled real estate properties and reservation areas as well as those properties to be transferred by the AFP to the PNP.
  •  Undertakes measures to protect and preserve the integrity of all occupied, administered, managed or controlled and owned PNP real estate properties.
  •  Develops programs for the acquisition and disposal of real estate in accordance with the PNP strategic plans.
  •  Formulates guidelines and directions in the proper and full utilization of all occupied, administered, managed or controlled and owned PNP real estate properties.
  •  Determines and provides real estate property requirements of PNP offices/units nationwide.
  •  Coordinates with Research & Strategic Management Section (RSMS) of the Directorate regarding the disputed land.
  •  Facilitates lateral coordination with other government agencies relative to the acquisition of real properties as well as documentation of PNP real estate properties in the name of the PNP.
  •  Performs other functions as directed.

BIDS & AWARDS COMMITTEE SUPPORT DIVISION
(BACSD)


  • Acts as National Headquarters Bids and Awards Committee Secretariat (NHQ BAC Sec).
  • Consolidates and integrates submitted PNP Procurement Management Plan (PPMP) and develops the Annual Procurement Plan (APP).
  • Coordinates with Directorate for Comptrollership (DC) and Logistics Support Service (LSS) on matters pertaining to the processing of payment of contracts.
  • Oversees procurement activities of the lower Bids and Awards Committee (BAC) and provides technical support when necessary.
  • Coordinates with other offices/units in the preparation of plans, programs and projects of BACSD.
  • Coordinates with Government Procurement Policy Board (GPPB) regarding procurement activities.
  • Answers complaints and inquiries on all procurement activities and propose sanctions if necessary before the NHQ BAC.
  • Performs other functions as directed.
